Study on Path-Dependence of Deinstitutionalization Policy for Community Mental Health Center

Abstract
Community Mental Health Centers were launched 20 years ago with expectation to be a significant system for Mental health promotion program for local communities based on deinstitutionalization, and yet not much progress has been made. Based on paradigm of path-dependence in historical institutionalism, this study identifies causes on why institutionalization focused policy has not been improved. For this, we studied processes of institutionalization-focused policy establishment, and environment change around its policy establishment at the time of Community Mental Health Center launch. This author found that institutionalization-focused policies prevail even with the environment change and Community Mental Health Center operation. Also, we studied on medical system paradigm of path-dependence which was the basis of the institutionalization-focused policy establishment. We seek for potential change on Community Mental Health Center from a view of historical institutionalism. Distinct from other past studies, this study is very meaningful in suggesting a macroscopic alternative solution by disclosure of Community Mental Health Center¡¯s path-dependence, and by searching for a system change through their disconnection.
